Hulunbuir Choose the grassland, then decide how far to go
Base a short first visit in Hailar for three nights. Combine the Morgele River grassland with local history and a Mongolian meal, keeping room for weather. Ergun wetland, Manzhouli and Moerdaoga forest offer different reasons to travel farther; they are separate overnight choices, not nearby city sights. This guide is for a summer landscape trip, not a winter-road itinerary or a promise of green grass on fixed dates.
Hailar is your base; Hulunbuir is the region
Hailar / 海拉尔 is the practical city base used here: a hotel, meals, museum and arrival services. Morgele / 莫尔格勒河 is a managed grassland outing outside the city. Ergun / 额尔古纳 means a separate town and wetland to the north; use 拉布大林 to identify its urban base. Manzhouli / 满洲里 is the western city branch. Moerdaoga / 莫尔道嘎 is a much more remote northern forest commitment.
Choose for the landscape you want, then count the return journey. A long list of stops can hide several days spent moving bags. For a first short visit, a satisfying grassland outing and time to understand the region are more useful than a loop that reaches every famous name. Keep road and hotel plans flexible enough to move the grassland visit to a better-weather day.
Nights, combinations and the cost of returning

Hailar and the grassland: build the short stay here
1. Hulunbuir Historical Museum 呼伦贝尔历史博物馆
Begin in Hailar: put the grasslands in a human history, rather than treating them only as scenery.
The museum introduces the region through archaeology and successive historical periods. Start with the prehistoric collection, then choose the forest-to-grassland story in the Xianbei-focused Fusion Route exhibition if available. Look for changes in how people lived and travelled across this landscape. Two carefully chosen galleries are enough before an outdoor excursion. This is the historical museum on Mandula Street; the ethnic museum on Alihe Road is a separate building.
- Hours
- Regular hours are Tuesday–Sunday 09:00–17:00, last entry 16:30, with Monday closure except public holidays. The 2024 operator notice and current visitor service page agree. Check temporary notices before making this your bad-weather plan.
- Tickets
- General admission is free, with a ticket/real-name reservation. The operator's instructions refer to Chinese ID; a working foreign-passport booking path was not established. Ask the museum at +86 470 310 8424 how to reserve and enter with your original passport before travelling there. The official reservation link is on its visitor service page. If unresolved, keep a short city walk and meal instead.

- 2–3 hours; an editorial allowance for selected galleries

- Getting there
- Taxi from the Hailar hotel to the full Chinese museum name and address. The operator also lists buses 4 and 104 to 学府路中学, followed by about 100 metres on foot; check the live service before relying on it.
- How to visit
- Hotel → leave bags with staff → confirmed museum entry → selected galleries → taxi back toward the hotel → seated local meal → same room. Keep large luggage at the hotel rather than making admission depend on museum storage.
2. Morgele River grassland 莫尔格勒河景区
The main landscape outing from Hailar: a winding river seen across open grassland.
The river's tight bends become legible from the managed viewpoints; at ground level, the experience is more about the expanse of sky, wind and grazing country. Take time at one or two permitted viewpoints rather than buying every activity. The 2026 operator interview describes the river landscape and developing cultural activities. A performance, horse ride or herder visit is an optional booked product, not something every visitor must do or every household offers.
- Hours
- Arrange a morning start and confirm the current visitor-centre opening, last admission and final internal transport with the scenic area before departure. A current operator-issued summer timetable was not verified; platform hours and a sunset photograph do not establish access after closing.
- Tickets
- The September 2026 interview reports a timed, free self-drive reservation system introduced that summer. That does not mean every vehicle, viewpoint or activity is free to enter. Ask for the current car eligibility, passport procedure and separate shuttle/viewpoint charges. Ctrip's attraction listing and Amap both publish +86 470 290 1888; this is a cross-checked platform contact, not a completed booking. If a car slot is unavailable, ask whether the official shuttle admits you; otherwise postpone.

- A full outing: reserve 6–8 hours from leaving the hotel to returning, including travel, queues and a meal; editorial, not a drive-time claim

- Getting there
- Arrange a licensed car with driver from Hailar for a return trip. Before paying, agree the exact visitor centre, whether the vehicle can enter or must wait, waiting time, pickup and return price. A map pin for the river is not a legal road entrance; do not substitute an off-road shortcut.
- How to visit
- Same Hailar hotel → confirmed visitor centre → ticket/document check → authorised internal transport or admitted car → open viewpoints → agreed exit and waiting driver → same hotel. Save the exit pin and final shuttle time. Stay on permitted paths; grazing land and a gap in a fence are not an invitation to enter.
Choose an overnight extension
3. Ergun Wetland Scenic Area 额尔古纳湿地景区
A northern extension for the contrast between open grassland and a wooded river wetland.
From the higher visitor area, look for the river bends, islands and patches of trees described by the operator. The broad pattern of water and vegetation is the attraction, rather than getting close to wildlife. The operator places this scenic area about three kilometres from Ergun's urban area. Book 额尔古纳湿地景区 near Labudalin, not the separately named 额尔古纳国家湿地公园; their tickets and entrances are not interchangeable.
- Hours
- Use a morning or early-afternoon visit after confirming the day's last entry and internal transport. The operator's undated general introduction does not provide a dependable closing time. Ctrip currently lists 09:00–17:00, which is a platform reference rather than an operator guarantee for your date.
- Tickets
- This is a ticketed scenic area; current admission and internal-car prices were not confirmed with the operator. Its older reservation instructions identify 微信 / 支付宝 → 游内蒙古 → 额尔古纳湿地景区. Ask whether that channel remains valid and how a passport holder books; do not assume an ID-only form accepts passports. For the current desk, Amap and Ctrip list +86 470 699 8222. If entry cannot be confirmed, skip this extension before paying for the car and room.
- Time
- 2–3 hours inside, plus the intercity journey; allow a separate overnight in Ergun for an unhurried northern extension
- Chinese address
- 内蒙古自治区呼伦贝尔市额尔古纳市拉布大林街道西北郊，额尔古纳湿地景区游客入口。
- Getting there
- Arrange the Hailar–Ergun transfer and the return separately from admission. Request the road route, realistic duration with stops, and a hotel drop-off in 拉布大林城区. Combining a complete Morgele visit and the wetland before closing needs a driver-confirmed schedule; do not assume both fit because they appear on the same regional map.
- How to visit
- Hailar checkout or agreed small-bag departure → confirmed Ergun hotel and bag drop → scenic visitor entrance → open viewpoint route → same Ergun hotel. Travel back to Hailar the following day or continue only on a separately confirmed route. Return to Hailar before the night preceding a flight; the wetland is not a last-morning airport detour.
4. Manzhouli city evening 满洲里中苏金街
Choose the western branch for an urban evening and Russian-influenced façades, not another grassland stop.
The municipal account of Zhong-Su Street describes lit façades, shops and food stalls. Arrive early enough to look at the buildings by daylight, have dinner, then take a short evening walk. This is a lively commercial border city, not a promise of historic interiors or a nightly performance. It is worth an overnight if that atmosphere interests you; it adds less if your main aim is quiet countryside.
- Hours
- The plan uses public city streets, with shops and kitchens on their own schedules. Choose daylight into early evening; no particular show or lighting timetable is promised.
- Tickets
- The street walk needs no bundled scenic-area ticket. Meals and interiors are separate. National Gate, Matryoshka attractions and cross-border excursions are not included, and their document/admission conditions must not be inferred from access to the city street.
- Time
- One overnight in Manzhouli; allow roughly a half-day travel block each way from Hailar, then a 1–2 hour walk plus dinner

- 内蒙古自治区满洲里市，中苏金街（中苏步行街）；在可通车街口上下车。
- Getting there
- A CYTS/Aoyou itinerary uses about 200 km / three hours for its Manzhouli–Hailar road leg. That is a tour estimate, not a taxi guarantee. Our half-day allocation adds room for breaks and delays. Obtain the exact inland road route and total price; do not let a driver replace it with an unconfirmed border-road excursion.
- How to visit
- Hailar → preconfirmed Manzhouli hotel → bag drop → street walk and dinner → that same hotel overnight → arranged transfer back to Hailar, allowing a final Hailar night before flying. Check your booked departure airport: Manzhouli and Hailar are different airports.
5. Moerdaoga forest 莫尔道嘎国家森林公园
A separate northern forest stay, for travellers willing to spend much more time in transit.
The forest operator describes a cold-climate forest landscape in the Greater Khingan range. This changes the trip from wide grassland to trees, forest paths and a more enclosed landscape. A 2026 forestry report confirms the sightseeing railway and tourism operation, but not a departure timetable. Choose an open forest walk and, if operating, a separately confirmed train ride; neither a railway ticket nor a large park outline means unrestricted access to all surrounding forest.
- Hours
- The current visitor season, gate hours and railway departures were not established from an operator schedule. Confirm them before committing to this extension. Forest/fire or weather closures require a change of plan, not a search for an informal entrance.
- Tickets
- Current park and train prices and passport booking remain unconfirmed. The forest company's published office contact is +86 470 296 4624; ask to be directed to 莫尔道嘎白鹿岛原始森林旅游有限公司 / the park's current visitor desk. This is a company office, not a verified ticket hotline. Obtain a dated ticket product and named visitor entrance before paying for remote transport.
- Time
- At least two nights around Moerdaoga, plus full outbound and return travel blocks; reserve a full transfer day each way until the exact route is confirmed
- Chinese address
- 内蒙古自治区呼伦贝尔市额尔古纳市莫尔道嘎镇，莫尔道嘎国家森林公园；具体游客入口须向经营者确认。
- Getting there
- Plan a separate, confirmed long-distance transfer with breaks and a passport-confirmed hotel in Moerdaoga town. Do not confuse it with Hailar National Forest Park. Bailu Island, Shiwei and border roads are not automatic additions to this visit; each changes the route and access questions.
- How to visit
- Hailar → confirmed inland route and Moerdaoga hotel → rest → admitted forest area and optional booked train → same local hotel → dedicated return transfer → Hailar overnight. If the park, hotel or route cannot be confirmed, retain the shorter Hailar/Ergun stay instead of improvising a remote excursion.
A named Hailar base and the right beds
Ruibai Cloud Hotel, Hailar Ancient City · 如家旗下·呼伦贝尔海拉尔古城睿柏·云酒店
The Homeinns group property page gives this exact address: 内蒙古自治区呼伦贝尔市海拉尔区正阳街道正阳办东大街天润蓝翔4-1号楼1-1号. Use it for a city base near the old-city commercial area, with meals and short walks easier to arrange than at an isolated grassland camp. It is a practical hotel choice, not a claim of a grassland view or an independently inspected luxury stay.
The operator's room description lists 标准双床房 (standard twin) and 商务大床房 (business large-bed room), as well as family rooms and suites. Choose the exact twin category for two separate beds; do not infer bed width from the category name. The operator marks 接待外宾 (receives foreign guests). Availability, the booked guests' documents and actual check-in have not been tested.
Use messaging within the original reservation if available; otherwise call the operator's published number, +86 470 277 6777. Confirm beds, passport registration, arrival time, entrance/pickup and bag storage before check-in and after checkout. If taking an overnight extension, agree storage across the missing night explicitly or take your bags; a return booking does not include free storage automatically. A later Hailar stay also does not guarantee the same physical room.
Arrival, bags, the same room and departure
Arrival: verify that the ticket says 呼伦贝尔海拉尔机场 / HLD or 海拉尔站. Do not book an arrival in Manzhouli on the assumption it is the same place. Use the signed airport/station taxi rank for the Hailar hotel, show the full Chinese address and keep the receipt. The hotel advertises short airport/station drives, but those are marketing estimates; check the actual route and entrance after arrival rather than promising a fixed transfer time.
The complete short stay: airport/station → named hotel → passport and room confirmation → agreed bag drop → selected city visit or prearranged grassland outing → meal → the same hotel and room. For a countryside day, agree the driver's return time and keep their contact and the pickup pin offline. Do not finish a one-way drop-off by hoping another car will be available beside the river.
Departure: check out, agree a bag-collection time, take only a short city outing or seated meal, then return to collect every bag and go directly to the airport/station. From bag collection, allow an editorial three hours before a domestic flight or four hours before an international flight: a one-hour road/queue allowance plus two or three hours at the airport. Start collecting bags earlier. Follow any longer airline requirement and add time for road disruption; these are planning buffers, not airline rules.
For a train from 海拉尔站, start from collecting bags at least 90 minutes before departure as an editorial starting allowance, including station procedures; confirm the road with the desk and the gate cutoff on your issued ticket. Do not treat the three-hour airport budget as including a transfer from Ergun, Manzhouli or Moerdaoga.
Confirm the car, permitted route and document process
A usable car agreement: write down the company/driver, date, passengers, exact entrances, waiting time, return hotel, total charge and cancellation/weather terms. Ask which tolls, parking, internal shuttle, driver meals and optional activities are included. For a remote extension, add breaks, the overnight town and what happens if the road or attraction closes. Get a return quote, not just a low outbound price.
Grassland access: use managed entrances and permitted roads. The operator's July 2025 warning described unofficial paid rides and misleading offers of access; the later 2026 interview describes a changed self-drive system. Neither supports “any car can go anywhere”. Do not pay someone beside a barrier to bypass controls, drive across pasture or enter a household's land without permission. Riding and cultural visits require their own informed choice and clear price.
Foreign passports and border routes: this guide does not establish that a particular border road, gate attraction or village is open to every foreign visitor. Before adding such a route, give National Immigration Administration 12367 your nationality, current immigration permission, dates and exact place/road names; English service is available within China. Ask which authority can confirm local access and any required procedure. A domestic tour itinerary or a driver's assurance is not that confirmation. If unresolved, keep the Hailar base and a confirmed managed grassland outing; do not add Shiwei, Heishantou or a “border loop” as a casual detour.
Local food and a plan when the weather fails
Regional food reporting identifies 手把肉 (hand-served mutton), 铜锅涮羊肉 (copper-pot lamb hotpot) and 锅茶 among local choices. Have one seated Mongolian meal in Hailar rather than making every lunch a distant attraction. For two people, ask for a small portion and the price/weight before ordering; a whole-lamb banquet is unnecessary. Broth, milk tea and apparently plain dishes may contain meat or dairy, so explain dietary restrictions explicitly.
Use the old-city commercial area near the hotel for a short walk and an operating restaurant with a readable menu; it is a convenient meal area, not a guaranteed historic building tour. If tired, ask the desk for the nearest seated option and its kitchen hours. Buy water and a simple backup lunch before a grassland trip, especially if you have dietary needs; do not assume every scenic stop has a suitable open kitchen.
Rain, wind or poor visibility: move the grassland outing within the Hailar stay if the car terms allow, or shorten it with the operator's advice. The historical museum works only when open and admission is confirmed. Otherwise use a seated meal, a brief city walk when conditions permit and the hotel; you do not have to replace a cancelled outdoor day with a long drive. Carry a warm layer and rain protection for the outing. Turn back from a closed path or stopped shuttle rather than trading your return transport for one more photograph.
Booking fails: a museum form that rejects your passport → call before going; no grassland car slot → ask about the official shuttle; unconfirmed remote hotel or road → retain Hailar; a missed meal stop → use the packed lunch and return to town. Preserve the departure margin and the confirmed bed.

Checked 5 October 2026. The linked museum and hotel pages establish the named buildings, regular museum schedule, hotel address and actual bed categories. The Morgele evidence is a dated operator interview plus an earlier operator statement carried by news media. The wetland and forest operators establish the locations and visitor experience; map/platform contact listings are explicitly labelled as such.
Current grassland and remote-park tariffs, passport ticket processing, seasonal gate/shuttle/train times, exact car access, live road conditions, remote hotel availability and luggage acceptance still need the specific confirmations above. No booking, telephone call, passport transaction or route was tested onsite. The forest stay is a conditional extension, not a fully reserved tour. Prices for transport, meals and accommodation require a dated quote; there are no affiliate links.
